The Analysis of amount, structure and qualification of medical personnel
in Russian Federation, and key goals for staff policy by 2020
AbstractThis article analyses the amount, structure and qualification of medical personnel in Russian Federation as compared to OECD. It considers the main grounds for the encountered problems with medical personnel recruitment and qualification. The defined major reason, which stipulates low prestige of the profession and poor qualification, is the extremely low salary of medical staff and medical education teaching personnel. The article brings forward the international experience in postgraduate medical education, including analyses of internal and external factors influencing the process. In conclusion it specifies the main aims and mechanisms to provide RF health care with qualified medical personnel.
